Franklin Book Programs, Inc., a private non-profit corporation, was established in 1952 and continued until 1978 as a joint-venture between the American Library Association's International Relations Committee and publishers from the American Book Publishers Council Foreign Trade Committee. The expressed purpose of the initiative was to "assist developing countries in the creation, production, distribution, and use of books and other educational materials" ("Gift Aids Center For the Book," News from the Library of Congress Press Release, January 10, 1979). The program involved approximately fifteen countries and as many languages. Over the course of more than two decades, Franklin Book Programs helped facilitate the publication of approximately 3,000 titles in languages such as Arabic, Armenian, Bangla, Chinese, English, Hausa, Igbo, Indonesian, Malay, Persian, Pushtu, Urdu, and Yoruba.
DESCRIPTION AND OBJECTIVES.The course gives an overview of public administration concepts,management theories,political issues and administrative functions. The students will learn basic terms and cocepts of governance and public administration and how to apply them; how governments are organized,including the roles, responsibilities and accountabilities associated with executive, administrative and judical powers; how public administration prvides a background for understanding public institutions and processes;and the relationship between the principles of democracy and public administration.
INTENDED COURSE LEARNING OUTCOMES.1- At the end of this course, students are expected to have basic understanding regarding public administration concepts, management theroies, political issues and administrative functions.2- It is expounded the sufficient knowledge about law relating to public administration in its social, legal and political background.3- To provide basice infomation regarding the activity of state performed by the Cente, Provincial and Local government and their principles and tools of administration for maintaining good governance in a democratic state.
At a first glance it seems easier to accept public administration as an art. It is just the administration of Government affairs and for most part it does not follow the laws of Science like absence of normative value, predictability of behavior and universal application. So, does that mean we cannot list it into a respectable category of scientific subjects
There are many authors who ferociously defended it and argued that public administration as an area of study is indeed a Science. The earliest of them was Lorenz von Stein an 1855, a German professor from Vienna who said that public administration is an integrated Science and viewing it just as administrative laws was a restrictive definition.
In modern times, categorizing public administration as Science found favor with many, the most important one being the father of American public administration, President Woodrow Wilson. We shall read more about the Wilsonian view of public administration in the next article, however he mainly emphasized that the objective of administrative study is to discover what government can properly and successfully do and how it can do those things with utmost efficiency with least possible cost of money or energy.
However, there still remain certain aspects to be established before public administration can be actually and in real terms, be classified as a Science. The places of normative values in public administration should be clearly defined.
More efforts should be put in to understanding the human nature and dynamics at play in public administration. Lastly, the principles of public administration should derive references from across the worlds, cultures, type of states etc to make them more universal and free of cultural, religious and political biases.
